In essence, apart from a sluggishness, it has to run Linux apps that have been compiled for the ARM64 architecture which is not every Linux app out there. So yes you can run many apps but you will likely have to compile those yourself, or has some set up some repo for easy downloading and installing ARM64 compiles?
