One may think that only spies need secure or privacy focussed operating systems (Why? Because so many folks still use Windows and MacOS) but I know of someone who likes to do their banking on a separate OS. So there can be many reasons for wanting privacy and better security by default.
Tails is ideal as a standalone, boot from USB stick OS where everything is kept isolated and secure, whilst QubesOS is a more permanent installation which isolates the various parts of the system through virtual machines.
