Smith indicated that the city still encourages people to donate directly to the NGOs working with street persons.
My comment: I support the Night Haven Shelter and Cart Horse Society in Cape Town. Not only does the money get used for legitimate care, it is also deductible from my personal income tax. It's a win-win!
