This is an interesting video to watch which delves into how MS consultants were using government e-mail addresses to gain insider advantages, how framework agreements were signed without going through any tender process, how often no equal opportunity is made to source open-source software in tenders generally, and how exploits in MS Office were used by the US NSA, and finishes off with how and why the Italian military moved from MS Office to LibreOffice.

The case is also made that the EU needs to maintain full control over the software it uses so as not to become dependent on a large monopolistic foreign corporation. They also make the point that they could be far better utilising the money saved within the EU itself for its citizens.
