Unlike most cartridge razors which have fixed blades (which often swivel), safety razors come in at least 2 styles (2 or 3-piece screw on, and butterfly head). The heads also vary in aggressiveness, from mild to aggressive, with some being adjustable.

With good care, a safety razor will outlast it’s user, but most users start out with a beginner one, and then buy another one or more, as the shave varies and some of the razors are real works of art which are worth possessing and using.
A razor is going to be the most expensive part of the purchase for a traditional shaver, but don’t skimp on it, considering you can use it for decades.
